In Mexico, municipal governments often change their administration logo or visual identity with each new term of office to reflect the incoming administration (unlike the municipality’s official coat of arms, which remains unchanged).

So on this cover you can see the emblem of the 2012-2016 term
On the plaque you can see the clock tower in the center (with the clock hands and decorations of the Reloj Monumental) and the statue figure on the right (the Cristo Rey).
