A company called "Sociedad Mexicana Civil Particular Enrique Schöendube" was involved in a project to provide water supply and sanitation services in the city of Oaxaca. According to various sources, the project had to be continued in 1927.

In light of this, it is likely that this is a very old manhole cover.
